I am directed by the Board of Trade to refer to

Mr. Ellis' letter 62801/29 of 29th January on the subject

of the amendment of the Hong Kong and Shanghai Bank

Ordinance, and to say that they concur in the Governor's interpretation, namely, that the amalgamation schemes and arrangements referred to in paragraph 2 of Treasury letter

7.10158 of the 11th September, 1928, are only schemes and

arrangements with other banking institutions.
